Neem Oil has many comples active ingedients, similar to hormones produced by biting and sucking insects. Insects take in the neem oil ingredients just like natural hormones.
Neem enters the system and blocks the real hormones from working properly. Insects forget to eat, mate, fly and stop laying eggs.  If eggs are produced they don't hatch, or the larve will not moult. Insects that are too confused to eat or breed will not survive. The population drops and eventually diappears.  Scientist are not precisely sure how all the substances in neem oil work, there are so many active substances,and every species reacts differently  to neem. 
Neem Oil does not effect beneficial insects, only biting and sucking insects.
